Just have a quick question that I can't seem to find in the BRB or with search. Can a unit with a scout move use it to embark in an empty transport?
For example, I buy a chimera for my CCS and deploy it empty with penal legionnaires around it, can they use their scout move to board the chimera? I know I can't deploy them in it because it is a dedicated transport, but since scout moves happen after deployment I am curious, as depend on what I roll for them, having a transport lets them survive long enough to take advantage of whatever special they receive that time.

It counts as a movement phase, so I cant see anythign stopping them boarding the chimera.

embarking/disembarking can only be done in the movement phase.
is the scout move considered a movement phase? or do they move the same as they would a movement phase?

You can only turboboost in the movement phase, but you can turboboost during a scout move, as an example.

The Scout USR says the scouts may make a normal move and that, "This is done exactly as in their Movement phase..." the only restriction being that they must stay more than 12" from any enemy.
That being said, it would appear that units using their scout move could embark into transports and for that matter, even into buildings.
