Let's say I get a 2 on a pen roll against a Librarian Dreadnought:

1) Can it still cast bloodlance (albeit with an inability to rotate)?
2) Can he still shield himself to get that cover save?

He cannot use a powers that are shooting attacks, otherwise he may cast as normal

Stunned isn't Pinned. Pinning prevents the unit in question from taking any voluntary action, which means that a Pinned Farseer is boned and can't cast Fortune.

Stunned ONLY prevents the vehicle from moving or shooting. A Stunned tank, for example, can still pop its Smoke Launchers.

So Stunned would prevent the use of any Psychic Shooting Attacks and of Wings of Sanguinius, but make no restriction on using Shield of Sanguinius, for example.

... well technically you could cast the Wings of Sanguinius ... its just not being able to move sort of ruins the point.
