I know that if a unit has a special rule like Infiltrate or Scout it confers that rule to their assigned Dedicated Transport. I'm curious if that is so for a unit that is starting the game inside a tank that is a HS choice, but has a transport capacity like a Land Raider or Falcon Grav Tank.

Retroactively applied infallability is its own reward. I wish I knew this years ago.

That is not true, at all.
To the OP: no, you cannot infiltrate / scout inside a non-dedicated transporit unless the transport has that capability, as the rules dont give permission for them to Scout or Outflank (NOT infiltrate)

This is incorrect.
A dedicated transport can only have the unit it belongs to (and any accompanying ICs) on board at the start of the game... but non-dedicated transports have no such limitation.

This is correct. The only time a unit can not start the game in a transport is when it is someone else's dedicated transport. So if you have a LR selected as a HS, any unit can start the game inside it.

This is both incorrect and correct at the same time.
Units only Grant Scouts to their dedicated transports.
Units with Infiltrate can bring their dedicated transports with them to Outflank, but not to infiltrate.
Scouts in a LSS can make a Scout Move or infiltrate because the LSS has scouts on it's own(the unit having it holds no bearing).
A Transport Vehicle with Scouts or Infiltrate can take a Squad along inside of it while Scouting/Infiltrating or When poutflanking, the unit embarked does not need the special rules.
The only unit I know of with the "outflank" special rule(not permitted to outflank via Scouts or infiltrate) Is a SW IC with Saga of the hunter, and that character still cannot take a transport with him while outflanking(mainly because they have no DT options); Were another model to come out with the "outflank" rule(or permission not granted via the 2 USRs that do so) and has an option to take a DT, hopefully the rules will address the situation, if not: a Conundrum will be had.

Khan list: no; they do not have Infiltrate(nor scouts), but can outflank.
Striking Scorpions: only for the purpose of Outflank, they cannot Infiltrate in the Serpent.
Sicarius list: Same as Scorpions.
The Infiltrate rules on page 75 of the BRB: "If a unit with this ability is deployed inside a transport vehicle, it cannot infiltrate."
Also Pathfinders(and their Devilfish) only have Scouts, not infiltrate.

Emphasis mine, with a side note, you cannot infiltrate the unit inside their dedicated transport, but can outflank them instead.
