OK.....i'm not an IG player so i mgiht be a bit out here....

The Lumbering behemoth rule basically says a Leman Russ can always fire the battlecannon, no matter how far it moves, correct?

if this is the case, if it fires the battlecannon, can it still fire other weapons as well (thus going against the "ordance = no other weapons" rule)? Or does Lumbering behemoth cover that as well?

LB covers it. You can fire the weapon in addition to all other weapons, ordnance or no

If you move greater than 6"; you are moving at cruising speed and still cannot fire any of the turret weapons

The turret can be fired in addition to any other weapons that can normally be fired; cruising = no weapons.

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

Yeah, basically what KK said. Its to let you fire your other weapons in addition to the BC (something Ordnance usually does not allow you to do), it does not make you quasi-Fast.

Cruising means no shooting for a Leman Russ. All that LB allows is you to fire the main turret gun in addition to whatever else is allowed to fire, even if it is Ordnance.
Stationary - shoot everything
Combat speed - shoot one non-turret main weapon plus all defensive weapons plus turret weapon
Cruising - no shooting

Also, don't forget that LB also affects the tanks movement if you want to move over 6"
