Generally not, because Orks kill things in CC, and by the time they're that close, there's really no running away.

Depending on Ork shooting is like depending on Americans to vote: here and there, it works, but overall, it's just not there.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

I'm not even American and I appreciate the comparison. Good ol' compulsary voting here.
Back on topic though. If you really wanted to do a hit and run, though I don't quite understand why, you could try KoS.
Max out on 12 TL Rokkit buggies, 6 TL Big Shoot buggies, 10 Flash Gitz with 5 Big Shootas mounted in a BW with 3 TL Big Shootas and 5 Bolt on Big Shootas as well as a looted vehicle and some cheap HQ (maybe a Warboss with BS in BW) and you have yourself a lot of Dakka and a fair bit of mobility.

12 S8 Ap3 shots. 27 S5 Ap5 TL shots, 33 S5 Ap5 shots, plus a Pie plate should be able to do a fair bit of damage to a flank.

i made something up i gues... what about a wartrukk with 9 nobz+warboss all mega armour and 9 buggies around it... or some warbikes. go to the famous devastator hill kill the guyz in turn one(or 2 depends on the table) go on to the next squad and than lets bug a tank and for the 2 troop choses just 2* 10 grots and slaver
and hope the enemy didn't count on that much tanks for no KoS army
