Just don't deep strike him, then Walk him on from the edge of the board!

First to the fray only is applicable if you deep strike!

My first game with him i dropped him in on turn 1 with his ghosts and took the enemy apart on the 2nd turn (Dreadknight scout-shunt/ first turn assault blocked line of sight to him!)

My 2nd game my opponent was ready for this tactic so I just rolled for reserves and walked him on on turn 2 to then jump in my storm raven and join the party.

The rule gose "If he deploys via Deep Strike", not that he has to Deep Strike.
