Okay, say I have my Space Marine Scouts in a Land Speeder Storm. The Scouts within are equipped with Sniper Rifles(a heavy weapon) If the Land Speeder moves, do they count as moving too, and are thus unable to fire?

Yes; if the vehicle moves the unit inside counts as moving.

Yeah you count as moving if the vehicle moved. Yes stick to BP and CCW, do what scouts are good at (CC against shooty units and vehicles).

Snipers are good with camo cloaks. Sit in terrain on an objective. If the enemy wastes firepower shooting at them, go to ground for a 2+ cover save. If they realize this is a waste of time, shoot with the sniper rifles. You win either way.
