So since the wave serpents energy field says that your opponent only every gets one dice I was wondering if a assault cannon rends does the d3 counts as an extra dice .

Do you mean when rending with assault cannons?

Pg 31 of the BRB Rending rule " Against vehicles an armour penetration roll of 6 allows a further d3 to be rolled with the result added to the total score"

Even gives the assault cannon as an example.

The D3 is an extra penetration die, so is disallowed by the energy field.

So, that would mean that Eldar vehicles with Energy Fields can never be rended?

They can be affected by rending in close combat and from shooting at their rear armor facing.
