Basically, before the HH, the Emperor was trying to get access to the webway. His plans were to invade it and seize it from the eldars. To do so, he created the Golden Throne, which was (at first) a human-built webway portal. Using the webgate in the Imperial Palace, thousands of human workers started buliding an entirely new webway tunnel, trying to reach the eldar-controlled tunnels. To protect his human workers from the predations of the warp, the Emperor created powerful psychic wards and spells, directly integrated in the psychic defenses of his palace. When Magnus tried to warn the Emperor of the HH, he forced his way through the psychic barriers the Emperor had built, smashing them asunder. As a result, the webway tunnel's defenses were also broken, and daemons poured into the human section of the webway, slaughtering all the humans they found working there. Worse, these daemons then proceeded towards the exit of the new webway tunnel: the Golden Throne and Terra itself. The Golden Throne suffered terrible damage but the Emperor managed to close his new webway portal, thus saving the Earth. For the destruction of the Emperor's greatest creation, the near loss of Holy Terra and the shattering of Humanity's best hope of getting rid of the warp, Magnus was sumùmoned for an audience with his father. Russ was sent to arrest him and his legion and bring them back to Terra. But Horus had plans of his own and... you know how it ended.
