Ok, after reading the Dawn Attack rules it seems pretty clear that Scouts can't deploy as they normally would due to the mission rules. However, I was wondering if Miners (or Ambushers) are affected as well. Basically, if a unit is already in reserve can you use their special deployment rules or do they end up coming on randomly with the rest of the army?

I see no reason Miners wouldn't act as normal. if you opted for them to be in reserves and enter with their special rules.
If you deployed them with the army as a normal unit and then they got placed in reserves with the random roll then I don't know.
I would say they could still use their special deployment, but don't hold me to it.

Actually Scouts CAN - middle of the Deployment paragraph it states Scouts deploy as they normally do
