Max-sized Guard platoon with a Commissar and plasma guns. Physically it's the largest.
Powerwise, either a Jetlock Council or 30 Death Company with Lemartes/Astorath.

You have to comprimise with shooting to be better at CC and vice-versa.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Not really, just stay less than 36" away from them and they can't even touch you. The min range is a huge disadvantage. Though if you are beyond 36" ..... eep.
