The question is:

Do you prefer to spend excess points on more troops?

Or

Spend those points on power swords, PF, upgrdes, etc.

I've been experimenting with the first option (CSM), to varying degrees of success, but I will probably go back to tooling up my squads.

Depends on the army, but generally the points invested in PW, PF, and other upgrades aren't efficient, and you would be better off buying other Units. More troops? No, not unless you are kinda light on them, with marines you need like 20-30 scoring models in most point limits, so buy more fire support units instead of just more bodies (which tac squads tend to be). So I say buy more fire support units, or units that are dedicated assault units (as opposed to trying to make tac squads not terrible in assault roles).
