I absolutely LOVE customization and I've seen so many options for every available race (with the exception of necrons of course, bleh  ) but I have yet to discern which faction offers the most options for player choice- I've tampered with Tau Battlesuits, All manner of Space Marine, Imperial vehicles, and Eldar HQ units, all of which seem to have a lot of options on there own.

Inquisitorial Henchmen (and Grey Knights to some extent) Can name a single unit that can be everything from a MSU special weapon unit all the way to a close combat Superstar and everything in between? Henchmen. Probably one of the most versatile single units in the game. Not only do they have a lot of options to pick from, but there are a lot of build that can work competitively as well. Inquisitors have a lot of options as well, but a lot of their wargear is either overpriced or very specialized. GK infantry units are kinda customizable. There are several special weapons you can take, and everyone has a choice of 4-5 close combat weapons. The only thing is that some of the options are kinda terrible (looking at you falcions). Paladins are a great unit for customization as they want wound allocation in the squad. Same goes for their tanks. Dreads, Storm Ravens, Razorbacks all have a lot of options, but some of them are way better than others. With some creative modeling, you can have a "generic space marine" army that you can play as 4 different codii, but they are kinda just different flavors of the same stuff.

As an army I'd say the most modular one is marines because of all the love they get from GW. So much plastic kits.

Well, if you're talking gameplay-wise, orks aren't exceptionally customizable. There are a ton of options for nobz but they don't really change how you use them (with the exception of bikes).
If you're talking modeling/conversion, hell yes orks are the kings of customization, because they can incorporate stuff from their fantasy line as well as tons of non-GW models. I've got tons of oddball stuff (boar boy bikers, black orc meganobz, a looted Tau Hammerhead) in my army, and several more ambitious projects partially finished (converting dinosaur model kits into squiggoths, looted WWII vehicles).

For modeling... yeah orks. Currently making a BW out of a half scrapped land raider i got from a friend.

Most Tau units can be customised well. Crisis suits are hands down the most customisable unit in the game. The army will always be a shooting army but it's easy to change what each unit does.
IG are good but not in the same way. The overall army is very customisable depending on how units interact.
Space marines aren't very customisable at a unit level but swapping a few units can change the style of the army. Same thing can be said of any marines codex (including chaos). SW are particularly good as they have a lot of individuals that can be given lots of different wargear.
