hmm, I play TK, but im no expert, but what the heck, ill give it a shot -
1) your TP has no armour - personally I would just ditch the armour as well, as a GW is in my opinion the best option really, so I'd just drop the dragon helm and give him a talisman of preservation and a dragonbane gem.

2) I'd consider taking the nine off the one skelly unit and sticking them with the other, then giving that unit spears, so you have on mega - anvil to focus your spells on, and have a smaller, suppoerting unit with shields

3) I'd consider mebbe putting the chariots in a block of six instead, as with the supporting attacks they put out an obscene amount of hits, and you'll get a rank bonus whick is much better to break than two unitsa of three in my opinion.

4) im not too sure what the purpose of the carrions are, and if you like my changes and decide to try them, if you run over with the points adding the TP's equipment, I'd drop these first.

5) finally, if you have the spare points or an opportunity, I'd seriously recommend giving your liche priest a channeling staff, as with only one wizard it could really give you a boost in casting potential.

other than that, it's a pretty good list for a first try, and I hope this helps.

Cool, these changes seem good, but there are a couple of questions I have. Does my TP have Heavy Armour, or just light armour to start with? And this set out gives him a 5+ and a 5++ save, which is worse, true, but less expensive than a 5+ and a 4++ save, although that is pretty good. Umm my chariots were meant to be the supporting units for the main blocks as they sck when they don't charge, and this gives me 2 solid anvils, instead of 1 big and 1 support blocks, although I will try both options when I finish my army. and the carrion are for anti-warmachine, anti-lone wizard and anti-small blocks of archers and rear charges. And the channeling staff is good idea but I would be over 25% on heroes. How else would anyone improve this list? and thanks for the info!

the tp only has LA, so he'll always have a 6+ anyway, but I personally just prefer a 4++ save, and the dragonbane's just a 5 point additional safeguard against any flaming attacks. ah, ok, I see your reasoning with the chariots now, but I'm very thankful that you're giving my ideas a chance, because that's all I ask. also, I guess that the carrion really are of personal preference. and yer, fair enuff with the channeling staff. either way, hope I helped! Maybe kill the carrion and get a tomb King with great weapon and dragon bane gem so then you can add more stuff to your liche preist I like the charriot idea I don't know if they would survive for long enough though I like the skelenton anvil idea

tomb king isn't that much better and in a 1000pt game...I dunno. And if the enemy has little to no shooting, they easily smash up in combat. Even against a HE Sea guard list they smashed up one of their main units. Carrion took out a BT that was smashing my chariots, so it was worth it too. The skelton anvil were slightly slow, but good. My archers were suprisingly good, they killed 3 knights and shot up sea guard.
