Can you start a game with a Haemonculi attached to a squad of Mandrakes and still use the infiltrate rule?

No because the Haemonculi doesn't have the infiltrate USR.

"For having lived long, I have experienced many instances of being obliged, by better information or fuller consideration, to change opinions, even on important subjects, which I once thought right but found to be otherwise." - Benjamin Franklin

As above. note the "*" next to the Infiltrate USR, and read what that means.

Ahem. An instant fix to Mandrakes:

"Mandrakes start the game with a pain token"
