First, can an IC (say a librarian) join a bike squadron, even if he is not on a bike?
Second, if he uses Gate of Infinity, he can take said bikes with him, correct?

1) He can, but all bikes are required to move 6" rather than 12" then.
2) Bikes work the same as any other unit except for movement.

As above. You can do so but lose the ability to move more than 6", turboboost, etc

THat is what I thought. Just to confirm:

If Libby moves on foot, unit can only move 6" (in normal terrain) and would NOT be able to run as bikes cannot run.

If Libby had a jump pack, they could move 12" and still not run.

Correct. They still can not turbo-boost, as it is an asterixed USR and thus lost by the unit if an IC without it joins.
