Well first thing you need to check is if the transport they are in has firing points or not. Then depending on how far it moved it may or may not. Short answer yes they can up to the number of firing points.

The chimera has five fire points. So yes, up to a certain movement speed. Questions like these are easily answered by looking through the Guard codex and the BRB.

The only reason i had this ? was because in DoW2 I don't seem my flame throwers shooting out of the chimera

And while you're at it ignore store staff too... they frequently remember the wrong edition of the game, or totally mess things up because "we've always played it like this" or they just don't know but feel obliged to give an answer anyway. What you're looking for is the section called "Fire Points" on page 66 in the main rules. Then cross-reference that to the weapons rules beginning at page 27 to see if a weapon can be fired on the move or not.

Oh, and another nice tidbit - if the vehicle is shaken/stunned so you can't shoot this affects the passengers too (pg 67 - effects of damage results on passengers) but only if they stay onboard - if they disembark they are no longer disallowed firing as long as their weapons allow it.

they are also able to shoot if they get out of a Vehicle that moved 12". they wouldn't be able to shoot out of the vehicle, but if they hop out they can fire.
