Hello,
My lady is working on a DoA army and she had read the goal is to get into cc. I was wondering why do DoA builds spend a lot of points on meltas if they just want to get into cc?

BTW I'm working on a SW army which her DoA will go against, does that seem like a fair matchup?

Well, as far as the meltas go, the object would be to pop the enemy transports so that you can assault the contents. Also it gives DoA a way to deal with a vehicle heavy army like Guard. Taking the meltas is a way to sort of cover your bases. Plus, think of the melta as a ranged powerfist that you can fire before charging, really helps when charging against MCs, terminators, and the like.

As far as DoA vs SW, that really depends on what kind of SW list you are running. The potential for a fair matchup is certainly there, though.

That leaves me with 26 points I may just take a wolf guard with a combi melta if I'm allowed to tack him onto one of the LF groups? I dunno. I don't know her exact build but I know she has a librarian, a sanguinary guard, assault troops with jump packs and she has like 8 melta guns.

So you guys should have a pretty decent matchup. A lot of your list will lose some of its bite against her. Wolf scouts with nothing to meaningfully outflank on, long fangs with no vehicles to pop, etc. She can drop her troops near your long fangs and charge in straight away if she wants to (and rolls well for DS).

And for what it's worth, except for vangaurd vets, you won't be assaulting on the turn you come in anyway. Being able to pop the METAL BAWXES on the turn you come in not only helps to actually do something while you're sitting there with your thumb up your genetically enhanced ass, but it also helps to hamper your enemy's mobility to ensure you actually get that assault on the turn you actually aim to assault. Not to mention that popping the transport before you go hog-wild on its contents is always a good thing.

With their great armour/FNP (You are taking a Sanguinary Priest or three, right?) save and volume of attacks, BA have little trouble with hordes (at least with their basic troops, vangaurd vets should never fight hordes, but that's semantics). It's popping the enemy armour to get to the creamy troops inside that they need to worry about. And that's what the melta is for. Really, no special weapon works for BA as well as melta does. It helps cover the weaknesses of their basic infantry to a degree that melta weaponry fails to do for any other army. And considering just how useful melta weaponry is, that says a lot.

Could I drop chooser of the slain near my LFs to prevent that? That was my original plan. I don't have my codex on me (on break at work curently) but I had thought that I read that it prevents enemy units from deploying within a certain range.

Guess maybe I will just hide them by the rhinos and deploy if I get attacked. I'm counting on my priest to help with her power fist units. Can you psa into a fight? This seems to have gone way off topic lol, is that okay here?

No you can't use a psa into a fight. I wish... :/
Personally I'd deploy your long fangs into cover so that they'll have to deep strike in, then assault through said cover. It should also give you a cover save vs the melta shot. Keep your rhino/rb nearby or have that giving you cover from nearby. If you're lucky she'll attack your transport rather than the LF depending on how it's armed. The LC/TL-PG combo is a potential 3 marines down. Or there's the AC razorback. But I digress.
