Alright everyone, just a bit of background: This man is the Chapter Master of the Logicians. The Logicians are an Iron Hands successor chapter with similar ties to the Adeptus Mechanicus.

Tech-Lord Arcturus 250 points

Ws 6 Bs 5 S 5 T 5 W 4 I 4 (3) A 4 Ld 10 Sv 2+/3++

SPECIAL RULES
More Machine than Man-
Arcturus' profile is modified as above due to extensive bionic modification, including an implanted force field generator. Additionally, he gains the Slow and Purposeful special rule.

Exemplar of Metal-
Arcturus's body is incapable of feeling pain. He gains the Feel No Pain special rule, which if failed may be re-rolled on a 6+. He takes up two slots in a transport, as well.

Relentless Advance-
Marines in any army led by Tech-Father Arcturus lose the Chapter Tactics special rule. Any squad joined by Tech-Father Arcturus gains Slow and Purposeful and Feel No Pain. Other infantry in the army may buy Feel No Pain for 3 points per model.

Essence of the Machine-
Vehicles in the army (but no Land Raider variants!) led by Tech-Father Arcturus gain the Power of the Machine Spirit special rule, but add twenty points to their cost and count as two killpoints for KP purposes. Such is the value placed on a fragment of the Omnissiah!

Blessing of the Omnissiah-
See Codex: SM

Independent Character (Unique)

WARGEAR:
Staff of Illuminating Reason-
A two-handed power axe striking at +2 Str. Gains an extra +1d6 against vehicles. Never gains the bonus for an additional CQB weapon.

Master-Crafted Plasma Pistol

Servo-Harness

Signum

THE GOAL:
Make a character who plays kind of like a Monstrous Creature. Can be downed by overwhelming Small-Arms, but really needs dedicated antitank firepower to be killed. Not terribly offensive; combat abilities not terribly better than a Captain, (especially with Slow and Purposeful) but slightly more powerful shooting. Army-wide bonuses must include FNP, but I added Slow and Purposeful as a detriment. The vehicle thing is just a fluff addition, I hope it seems balanced.

Comments welcome! I am certainly willing to make changes.

Interesting, I think it's worth a shot. Though, if I were you, I'd add an extra clause to the "More Machine Than Man" Special Rule, and give him the ability to ignore Poisoned Weapon rules, the bane of many a MC. And maybe make him 275 pts.

You might also want to keep in mind that the "Logicians" already exist as a heretical tech-cult.

I'm a little confused...

It says he had a 3++ save. Why would you ever use a 6++ save when you have 3++ for wounds that ignore armour saves? Or I could be reading it wrong and its a save in addition to the 3++.

I'd probably just make him S5 T5 (as much as it kills me to recommend that for a Space Marine character) and price him at 250pts. He can still be insta-gibbed by S10 attacks, so that's alright.

By the way, you mention he has a built in force field generator, but no rules are listed for such a piece of wargear. Is that the T5(6)?

Is the vehicles upgrade mandatory?

Have you playtested this?
For what he does he is way undercosted.

Relentless Advance-
Marines in any army led by Tech-Father Arcturus lose the Chapter Tactics special rule. Every infantry unit in the army gains Slow and Purposeful and Feel No Pain.

For 250 pts?? that is completely ridiculous. Have you playtested this?

Yup, I somehow missed that. Army-wide FnP is a little ridiculous. I'd drop it down to either the squad he joins or all infantry within 'x' radius (6" or 12") get FnP. Or they can buy bionics (granting FnP) for 'x' points (15-25pts).

No, it has not been playtested.

And thanks, I'll drop the FNP stuff down to the squad he joins.

As far as the inbuilt force field, it's the 3++ that's natural.

And the other 6+ save is like the old 4th edition bionics, although clearly I am writing rules more ambiguous than GWs.

The rules seem pretty complicated, maybe some of them coudl be simplfied a little?

For the additional 6+ save why not say he has FNP which can re-roll with a 6+ if it fails.

For the weapon. Just say it counts as a Rlic blade which also gives +1S and 2D6 vs armour.

Now his wargear.......while i can see him having a master crafted weapon, just remember that the servo harness already gives him a TL plasma pistol AND a flamer AND 2 Powerfist attacks in addition to his normal ones.

So basically on the charge he can fire a Tl plas pistol, a master crafted plas pistol and a flamer. THEN he charges in with 4 S7 power weapon attacks at I4, as well as a further 2 S10 powerfist attacks at I1.

That's a good idea about the FNP simplification.

As far as the last part:

He can still only fire two weapons, either a 2x TL PP or 1x TLPP and a Flamer. He'll get four Str 7 PW attacks at I THREE and two I1 attacks at Str 8 - the Servo- Arm isn't a powerfist, it is explicitly said to be Str 8.

Lastly, a Black Templars techmarine can get the same number of attacks at 105 points.

Ok, whats with the "I4 (3)"? I can't see in the rules where that is explained.

Ah, i read that the servo arms acted as powerfists and assumed they woudl double the users S as well. Guess not.
