If you want close combat weapons on your regular Marines, you'll need it. There's only 2 chainswords in any given tactical squad box, and if you want Black Templars to be as close combat-happy as they should be, you'll need a few upgrade frames. So yeah, it's optional, but not if you want your guys to look totally awesome.
