I always build my Skaven to a few core rules:
When it comes to characters, the order of priority is:
35-rat
- General
- Battle Standard Bearer
- As many Wizards as you can afford.
Now, my personal preferences are for Warlock Engineers for mages, so I always build Heroes first. In this size of game, your first port of call should be the BSB, which will come out around 100ish total - more if you stack him, less if you keep him pretty naked.
You then look at your General. You've only got around another 100 points in Heroes, and frankly Chieftans don't make the best generals in the world, so I would always recommend taking a Warlord. Yes, even in just 800 points. Depending on loadout, he can run you anywhere from a shade under 100 to a shade over 200. My standard build for General and BSB comes to 300 total, though I would probably try to make it more like 200-250 in this size of game.
Once you're done with characters, you need to consider your core. In this size of game, you aren't going to be facing 40+ man Chaos Warrior Hordes, so it's less important to have massive units. So I would just take around a 35-rat Clanrat unit. If you take a weapons team (which is often worth it in this size of game, since most people aren't going to have sniper units that can kill it easily), this should cover your minimum requirements.
You're now at around 400-600 points total. As for the rest of the army... Well, frankly almost everything available to Skaven is viable, so you can take more or less anything you want and it'll work out. Unfortunately one of the absolute exceptions to this is the Hell Pit - the model is awesome, the rules are great, and it's one of the most destructive things available to our army. It's also too expensive for the game - at 235 naked, it's still more than your rare allowance. But with that one exception, fill out your army with the stuff you like the look of.
