I am fairly new to 40k and was wondering is Eldrad Ulthran good and how would i be able to use him effectively.

Pretty much with Eldar a Farseer is almost mandatory, for a small amount of points (compared to the Farseer I ran, 10 points) it gets a decent amount of added features and adds more utility than a standard Farseer does.

He's best used like normal Farseers, as a force multiplier by aiding your forces.

Yeah pretty much, he is like a normal Farseer except better in basically every area. T4, 3++, Power weapon in combat, can cast 3 powers, can redeploy parts of your army, effectively he is 1.5 Farseers so you can get away with an Autarch rather than 2 Seers (if you want). The downside is his cost, which combined with the rest of the codex being overcosted means he is really limited to 1850pt+ games or he takes up a huge chunk of your army (to the point that you are missing out on your core stuff). Its not a massive loss though, because a standard Farseer can do the job fine at lower point levels.

That said I think he works better if you have at least a couple of units which can act as speedbump/counter assault units. This doesn't mean Banshees (since at 1850+ you want 3 units of Dragons usually), but a unit of Storm Guardians or a Bladestorm Avenger unit or maybe Harlies (aggressive Harlies in transport, not on foot) can be a good idea. One of the downsides of Eldrad in a predominately mech list is that you don't get as much use out of his improve survivability and combat ability because he spends most of the game inside of transports like the rest of your army, which again is another reason to keep him for higher point games.

Hell he's great! I usually play against him and he is impossible to beat. My bro always casts fortune on him, so he gets a rerollable 3++. thats a one in 9 chance to cause a wound! And then you get to use 2 other spells a well. Yeah!

Plus he allows you to reposition d3+2 units after deployment, wich is very useful.
