Orks, that's not even a question. Even out of the box you can make a squad of completely distinctive boyz with varying profiles and details. You can customize the hell out of Space Marines, but they generally look unified while Orks don't have to.

As far as not being uniform I would think Chaos Marines. Imperial Guard may allow for the most differences backgroundwise although I'd expect members from any single regiment to be fairly uniform.

I agree that IG has a lot of options, but once you narrow it down to what regiment type you are going with, it gets very uniform.

All the Space Wolf armies I've ever seen look haphazard as all hell. There seems to be no degree of consistency whatsoever.

You dont have to stick to how one regiment looks becores you can have a combined regiment.... ^^

I figured they would go under the code listings, but after some thought I came to add them to the list.

I thought it was a stretch to have BA in their as well because chaos space marines is just one vote; it is not nurgle, thousand sons, night lords, etc

So does that mean the list needs to be the monster it is now? Or should I add Biel'Tan and more?

IG. You don't have to choose a regiment. You can choose for example, waste land raider merc. Twist rebels, (any one use the old beast men?) squats, arbites and gangers ect.

Orks, CSM, and IG.

Orks need no introduction. CSM can be either warped/mutated, traitor legion, or simply renegade/corrupt. By the very nature of chaos taint, they can all look very unique and/or follow custom fluff. Imperial Guard can be altered to look like pretty much any earth-military that's ever existed, or any renegade/heretic army you can think up.

I voted CSM since CSM conversions are (in my opinion) easier to pull off than truly customized IG.
