You aren't going to like this. It is just snow flocking that I got from a model train store.

After I got it, I tried out a few different ways of applying snow flocking to bases. I've generally found that using super glue (rather than PVA or white glue) will make the snow opaque like this.

Which is a little odd, since the stuff actually looks pretty translucent before the glue dries completely.
