I remember a few years back there was some OMGMASSIVE eye of terror campaign thing that was going to ~change everything forever~. I guessed at the time, and I assume now, that this was all just a publicity thing. Or did chaos take over the galaxy and I didn't notice?

Ever thought 40k would be a lot better with bears?

The Eye of Terror Campaign was GW's attempt at "allowing the players to dictate the fluff"

basically it ended in what I would interperate as an Imperial and Forces of Order victory, with most of the Chaos fleet being destroyed and also with Chaos gaining a substantial foothold on the world of Cadia.

How could they "establish a foothold" on a planet will billions of soldiers and no supply fleets/

They broke through the Imperial defences and landed on the Northern (I think?) Hemisphere and formed a corden.

Their fleet was destroyed by Imperial and Eldar ships and the fluff has now halted at the point where the Chaos forces are still fighting the war on the ground but the Imperium has Air Control.

This explains it so much better than I could.

It's the newsletters telling gamers what was going on.

I have the codex where the results were published. GW tried to spin it as a chaos victory, but if you look at it logically, it's sort of like saying the German advances in the Battle of the Bulge was a victory. The only thing I can think of that changed was they killed Eldrad.
