I had an idea for an Android application for being able to upload battle report pictures from a phone along with notes on what happened that turn, so that you could have something in realtime that would negate the issue of forgetting what exactly occurred during that turn, as you could just type it in at that exact moment.

Are there any plans for a gallery app? Is there any accessable gallery API, similar to what photobucket uses. Would mods/yak/lego even be okay with something like this, or is load/abuse too much a concern?

Load and abuse would be the major concerns, as would having to support an additional app. A gallery app will probably happen at some point, but it is not going to be any time soon.
