To play - Orks are to me the most fun
To convert/kitbash - Same
To create random gubbins for the hell of it - same
To use models from any other race (no-one else gets to  ) -orks again..
Plus the only shoulder mounted infantry-portable ordinance wormhole generator cannon in the game that can also teleport you into close combat with the target or remove them or you from the game wholesale...
For looks though- DE
DE are all sorts of awesome.

The best (in terms of power level) is Dark Eldar or Necrons. The weakest is Tau.

I have an orks codex and I've faced some real cool ork armies. I also like that they are funny. Like the thought of a green tide.

Not bad, but Eldar aren't forgiving.
Eldar are all about using the righttool for the right job, and heaven help you if you try to use a screwdriver to drive nails..
Their units are good at one specific thing, and generally only that thing, but used together well they can be devestating.

Some great units in there, and some terribad ones, arbitrarily sorted into the FOC.
Especially the Elites slot 
I love Nids, and miss mine....

Tau! ZOMG I love Tau!
Seriously, though...Tau are great to paint, and look really clean if you do them up right. Conversion opportunities aren't bad, and they have some very versatile units, but they are pretty weak compared to other armies (remember, though, an army is only as good as its player...and the dice rolls).
To be honest, though, you really need to take a look at the armies and see what YOU like. I love my Tau even though I'll probably never win a tournament with them (at least, until they get a new codex that everybody will call OP, like they've done with GK and Cron, lol!). Just remember it's YOUR army, and you should pick what makes YOU happy!

1. No such thing as best without more data on what your criteria is.
2. Orcs OR Dark Eldar, then Necrons, and then Eldar, in that order, would be my personal choice.
3. Orcs and Dark Eldar would be my top 2 for modeling.
For examples of why, go to the Gallery section of Dakka Dakka and do searches on Orks and then searches on Dark Eldar, listing them in order of Paint Job rating (Best to Worst) and then Coolest Rating (Best to worst).
I think that will speak for itself.
