Correct me if I'm wrong, but the Coven Throne grants it's character a 4++ right? Army Builder doesn't show it but looking in the book I assume it does.

No, it does not. Special rules and saves don't automatically transfer from beast/chariot to the rider and vise versa.

Is there a page that says that in the brb? I'm not arguing, just want a reference. As I understand armor saves do transfer for chariots and such. The War Altar also confers it's ward save to it's rider so that is where I got the idea from.

You can't find the rule because the rules are permissive.

Chariot Armour saves to not transfer, by the way. Chariots count as mounts so the character on top gets +1 to his save, but that's it.

In the old Empire book, The War Altar transferred it's ward save because it's rules specifically said so. The new War Altar doesn't transfer it's ward either.
