Why not expand that to vehicles as well, so you can build superpowered lumbering war machines with structure points and 2 gattling twinlinked mega lascannons.
That would be balanced!
Frankly the IC's would have to be a few points overcosted compared to the regular HQ choices to even be fair in a game.

They already have a Vehicles version.
Its called sitting in my garage doing nothing as its pretty much useless... The VDR is over complicated and unbalanced.
I would assume that a Heroes of the Imperium CDR book would just be insane.
Vulkan He'stan is a mere 190 points... He is already greatly under costed...
Most "Special" Characters in 40k are undercosted already.
At least in the modern era of Codexes.... The Space Pope etc are reveresed... They are so pricey its crazy... But this just goes to show how 5E and the Future 6E are heading.... Lowering all points costs across the board by 20%.... And setting tournaments at 1850 = $$$$$$$

The VDR rules are also really outdated and not legal anymore, but if you wanted to make something for a friendly/ Apoc game that'd be fine if they agreed to it.
I think the rules to make your own commanders via Space Marine captains, IG command squads etc. are good enough. We really don't need every HQ getting crazy special rules and random stat bonuses.

GW has nothing to do with tournaments being set at 1850.

They already do. I see you play daemons, kindly open up your Daemons Codex to your HQ section and see the entries for "Herald of Khorne" "Herald of Tzeentch" "Herald of Slaanesh" and "Herald of Nurgle." Notice their status as independent characters and the ability to purchase options to customize each herald as you see fit for an associated points cost. Enjoy. Look at that, a "build your own character" system is included in every book... FOR FREE! THANKS GW!

I'm not sure boating has much place in 40k. Very few battles take place on or near water.

Then why does the imperial guard have an officer of the fleet?
Seriously, though, this is a bad idea. Even a cursory read through the proposed rules section will show you just how terrible of game designers most fans are.

Agreeing with several others here: we already can build our own character with HQ customization in almost every codex. To me, this is good enough and really does have quite a few options.
I would rather see the 7th edition IG codex bring back a little of the diversity in common troops that the 3rd edition codex had.

Every codex already contains generic HQs which can be modified to a great deal, like warbosses, autarchs, chapter masters or company command squads. Still, only a hand full of options are ever played, so being able to add special rules instead of wargear wouldn't change anything. You'd still only get a hand full of used options out of it.
