so Reverend Custodiers have a marker (thats a repeater?) that they can shoot.
so the question is
could they shoot the marker (repeater thing) and then Activate forward observer (from the hacking device plus) as they are both short skills?
You can do a Short Move+Short Move or a Short Move+Short Skill or a Short Skill or a Long Skill. So no you can't Shoot a marker and FO with the same order.
