So far the speculation is that the 4th book contains Farsight and Snikrot, based on the fact that we know their miniatures are coming and the preview that showed the books had the cover stamped with ''Redacted by the Ordo Xenos'' instead of ''the Inquisition'' or ''Ordo Malleus'', which would leave the 5th book for the Lion. The amount of hype and buildup to all of this would be about right for the return of a loyalist Primarch, we know that the
DA are involved,
DA are about due for a new codex, and the various hints in the story and the tarot cards can at least interpreted to hint at the Lion. The plot thickens, as they say.

So 10th likely well known by May and release in June logically. I'd wager the matched play seasons slip back to July/August for 10th to accommodate some of the bigger tournaments a little better. They struggle with getting data from Adepticon and rules clashes with
LVO otherwise.
We also have Warhammer Fest over the last weekend of April, going into May, which would of course be the best possible event to reveal the new edition.
