I have recently built 3 custom models. I have used Classic Warhammer Lizardmen Cold Ones to build Salamander Space Marine Riders.

For their rules, I am thinking of using either modifying the Space Marine Biker rules or using the Thunderwolf Cavalry rules from the Space Wolves. I'm leaning more towards the bikers because of their special weapon options. I want to try to make them tank-hunters, as the last model is unarmed right now and I'm thinking about giving him a meltagun. Before I talk about the cavalry vs bike issue, I should inform you that I have not read 6th edition cavalry and bike rules, so please post them if you can. Bikes can use Turbo-Boost, have twin-linked bolters (SM), have the Relentless rule, are not slowed by difficult terrain (they take a dangerous terrain test instead), and increase the Toughness of the rider (not for Instant Death).

How can I adjust the rules to make this unit equal to a Bike squad? Some possibilities: include an attack for the beast, extra wound (convert to infantry?), furious charge

I'd do em as TWC; S5 T5 base, same movement options as bikes now, minus the turbo boost. Better assault moves though and +1W.

Pit your chainsword against my chainsw- wait that's Heresy.

why not make a TW "light" sorta thing? where its between TW and bikes, maybe their a bit faster but less wounds?

EDIT - unless you wanna use already made rules, then go for TWC

I have half a mind to kill you, and the other half agrees

What about just using the cavalry rules and price them the same as assault marines with jump packs? I subtracted the cost of the guardsmen from a rough rider (about 5 pts) and assault marines would be about the same price.
