I have seen it sold on a few websites but the shipping costs are high. Are there any stores in the US that sell it retail at a good price?

A lot of hobby shops sell Sabol foam; my FLGS sells it.

Walmart if you're willing to cut it to shape yourself.

Sabol Designs sells them for pretty cheap and my FLGS sells them. They are really awesome to use. The only downside is that sometimes the sticky from the foam remains even after you pulled the foam out. This can lead to models sticking to the foam a bit. This is easily solved with some cut up pieces of paper towel though.
