Ogres are the cheapest, but I am guessing you want an alternative to that so probably warriors of chaos they are next in line for low model count which generally means lowest cost army. You might be able to get some Island of Blood or even some Skull Pass sets or pieces on ebay or some local stores, however you will also need some other stuff to make the armies competitive. For example you could grab 20 clanrats for under $20 (sorry don't know the pound conversion), if you were to get say 100 hand weapon/shield one you'd be on a good start then you can pick up the IoB skaven stater for about $40 this gives you a BSB, an engineer, 2 rat ogres which you can probably buy a 2nd or 3rd set of to get a decent unit, then you can grab a grey seer you might even be able to grab the one from the screaming bell kit on ebay cheap or get a screaming bell they are fun, warp lightening cannons, hell pits whatever is fun for you. Or high elves multiple 10-15 man sword master units 10 of which will run you under $20 however they are expensive in point costs, sea guard can be run as that or spearmen and they are about the same price on ebay. On the skull pass end, the Dwarf one gives you a cannon, the thane makes a great runesmith or runelord, lone slayer is good, miners are solid, some thunderers, shield warriors are OK but if you were to get this and a battalion you can throw them in the rear rank of great weapon warrior units, though grudge throwers would be a must in my opinion at least 1 preferably 2, but you can easily convert (I mean a child can snip of the axe and glue on a hammer) the great weapon warriors to have hammers so they can count as hammerers, then convert the pony cart from the skull pass set to carry your organ gun. Goblins you could get 2 sets of the skull pass, add in fanatics to those blocks, manglers or the big spider the problem with goblins is they are so cheap.
Also don't forget about filler units, not really used in ogre armies since you don't need them but a cool scene on a larger base that you can place in a unit (that matches it's footprint) to count as more guys helps. You can get 3 Beastmen Battalions at about $75 each, get a large horde of 40 gor, 20 ambushing gor, 30 bestigor you can use a filler like a chariot to get them to 40, 10 ungor raiders, 20 ungor, you can use filler and an extra box to get them over 40 or add tyranid gargoyal wingsto the back of them to make harpies, you'll need no more then 10, I prefer to have them on ghouls myself. Razorgor done cheap are orc boars with chaos spawn bits on 50mm bases, roughly $250 maybe $300 with characters gets you a 2k beastmen army.
Battalions have lost their value in most in cases but you may be able to get some of the older out of production brigades, spearheads and army boxes.

thankyou thays very help full... im not really worried about the dollar coversion lol erm... yea i thought about the woc battallions say x4 ould give me 48 woc 20 knights a gak ton of wolves and 80 marauders which i belive would be well over 2k with some characters...
and would.only cost me 260£ but something makes me not want to do woc lol...
i worked out a fulky custom empire army full of conversions for 335 which is my main idea but would want to save her money...
so beast men...
would it be a decent army? ive always fancied beastmen...
or.would a coupke of any of he other battalions work well?
i cant dot he island.if blood. hate elves and my mate plays skaven and got all his from the iob...
skull pass would be cool but shes buying it from gw tonight so they wont have them...

Beastmen are solid don't let the haters fool you. Primal Fury is in my opinion the single best army rule in the game. Rerolling to miss every combat is awesome, it is a leadership test but with Ld10 (Beastlord in Bestigor with Standard of Discipline) and a BSB rerolls you will faily it less then 5% of the time. A horde of extra hand weapon gor, a horde of bestigor some cheap chaff and redirectors in ungor raiders/harpys/single razorgor is a solid start. Ungor as very cheap tarpits, 4 pts for models with shield and they get primal fury so they can potentially do damage. A competitive build is the herdstone build, shard of the herdstone is a cheap magic item that lets you place a large stone piece of terrain then you put some low level wizards (called shaman) around it and each one within 6 inches gives you a power dice that's before channeling so you take a level 4 and 3 level 1s (maybe a 2 in there) have them go shadow for the signature spell, so you typically roll a 7 for winds of magic get 3 extra dice from the stone, maybe a 1 from a channel for the 4 shaman and you got 11 or 12 dice going on to your opponents 4-6 dispel so you dominate magic you spam miasma on the enemy so your hordes are hitting first, more often and harder all with rerolls. Bestigor are throwing out S6 attacks. Also you get access to minotaur, the minobus is another viable build involves doombull and gorebull minotaur characters in a front rank of 3 wide minotaur unit, enemies have to attack against a very high weapon skill, very high toughness with magic defense characters, minotaur in the back provide supporting attacks and you get stomp attacks, plus everytime you win combat your guys get an extra attack, it's not uncommon to see a unit of minotaur max out at 10 attacks by the end of the game, however be warned regular minotaur are not unstoppable for some reason they have the same toughness as there other gor and bestigor counter parts. Having said that WS4 S3 (4 for bestigors and the BSB can be given the beast banner to make gor S4, plus easier to get off wyssans on beastmen) T4 stats are pretty awesome, extra hand weapon means 2 attacks, and primal fury make beastmen great. Did I mention primal fury?  Also we have probably the king of battle reports who lately mostly plays our army and to great effect with his own unique build you can see his battle reports here: http://www.youtube.com/user/OnceBitten360/videos As for Empire, they are great too but expensive, the battalion is nice but you really need state troops, and a lot of them, unless you make an all cavalry army you will probably need 80 or more state troops that's $200 right there you might be able to get lucky like I did and be able to grab the OOP brigade noted here: http://www.games-workshop.com/gws/catalog/productDetail.jsp?prodId=prod330001a OK having said all this one thing you wrote does concern me, ordering from GW. If you play at a Games Workshop support that store and order it from there, the staff and store needs the support, they close down stores and fire staff that do not produce this is just good business it has nothing to do with the evil that is GW. If you play at an independent game store that charges GW retail prices which you will spend anyway then please support them. If you mostly play at home or a friends house or the tournament scene and occasionally like once every 6 months pop into a game store then buy online through ebay or another 3rd party, it will be cheaper maybe spend some at that local store you visit. Here is a filler piece I did, 1 bestigor=8 bestigor and it looks cool and breaks up the monotony of just a big bunch of guys For razorgor I made these and they are cheap Harpys add tyranid gargoyal wings to ungor or I prefer ghouls, seen them done with daemonettes too however they are made for 25mm bases so they make a tight fit on 20mm. Also for BSB and Beastlord you can use bestigor bodies to save some cash on the models and get them in plastic, I would just jump on ebay and grab some extra bits, chaos shields are nice and are the cloaks for the chaos marauder command, the minotaur banner makes a great BSB banner. For wizards they have 2 metal ones that work, Malagor I use for my level 4 and also the Dark Emissary is good.

I never said that Beastmen where a bad choice, and I agree with Hargus56. But I dont agree with the use of unit fillers thou when it comes to Bestigors. Harpies are okay but I never field razorgors, I prefer giants acctualy. Minotaurs work great if you give them a Doombull or a Gorebull.

thankyou for all the beastmen advice... its been very helpfull i just dont think they are going to be onr of the cheapest armies
they seem.good and.fun but will probably wait for their.new beastmen book...

For starters their army book is free (and, as far as I know, legal... it is not a fandex):

well the Perry Brothers were GW sculptors, fair enough to avoid them if you want your army to be legal, but don't dismiss them on aesthetics alone... plus they'd only make up your Core choices :p
