Can Puppet Master Telepathy psychic power be used to force a model to fire a flamer towards a unit that is out of it's range in order to be able to hit models in it's own unit?

I would say no. You cannot fire at a target that is out of range. Also puppet master states you cannot target your own unit, which means that the rules for the template would be in place stating that you cannot touch or cover a friendly unit with it.

No as any model that is out of range does not shoot.
