How are people going about this? Preferred Enemy allows you to re-roll To-Hits and To-Wounds of 1's. How does this affect rolling for Scatter? Cheers!

Any time you re-roll scatter dice you re-roll all 3.

But that's irrelevant. You cannot roll a 1 on 2d6 so a blast will sever trigger PE to hit.

Unless of course the model firing had the missile lock special rule. However as far as I know, nothing has it yet.

Blast weapons do not roll To Hit. They do not benefit from PE. You never roll a 1 To Hit with a blast weapon. Even with Missile Lock you are rolling a 1 for scatter. To Hit refers to something entirely different.
