If you want to have snow on your bases, just use some baking soda and PVA glue. It's cost effective and looks very convincing. The other stand-by (and the one I use) is Woodland Scenics Snow mixed with Realistic Water. Probably the closest thing to real snow you can get other than walking outside and picking some up off the ground.

I'm not a "GW Hater" but in my opinion, don't waste money on texture paint. You can get just as good or better results for less money with a little bit of time and effort.

I painted the base green, then gave it a heavy dry brush of the fang, then went for russ grey then fenrisian grey and then finally white (giving it a lighter dry brush every time to build it up).
It looked very cool IMO. I'll post a picture of my space wolf terminators that I based in the same way if you want, so you can see if you like it.

I based some of my Sternguard with it. A base of this, drybrush of praxeti white and some army builder winter tufts and I was done in very little time.

It's just one variation of basing I'm using though, I bought a winter basing kit from basecrafts which gives loads of other materials for very little cash. If I had to do a whole army it would cost a fortune and lack variety.

What I've found it very useful for is representing snow clogged up in the tracks of tanks, it's really good for that!
