Trying to find nice things to say about this list but i am just going to have to say i don't like it.
I will try to break down what i don't like about it and try to offer my 2$ but i am no expert and take it in mind that i am trying to work out how to play foot guard in 6th with no av vaule at all.
First off only have the two manticores starting on the board as your armour they are going to draw so much fire and being a chimera chaise they cant take that amout of abuse.
If your only going to run a few bits of armour then the av14 of a russ can not be over stated at just how much more survavalbe they are than a tin can chimera.
The blob squads i am affarid i have only see fail and fail again in every game i have played or seen played so far. That commissar is just going to die within a few turns of shooting. I ran a smilar list to this a while ago but with more troops and some bassies and i lost five commisars by the end of my oppanants 2nd turn.
Also with the blobs they have no answer to anything that gets in close. A cc dred is going to eat them and the priests are your only hope.( Are they running evisoratros or not) and they are likely to die right after the commisars.
Finaly they three vendettas and the astopath i have seen to not work well. Now i dont play flyers but haveing seen some games at my flgs and from reading battle reports it now seems that you want your flyers to come in later rather than soon. As its quite likely your oppanant is going to have some sort of anti-flyer such as a quadgun ect your flyers are not going to last around that long and if they come on before your oppants flyers or if they resever some heavy armour and you loose them then your long range firepower turn 5 is very best case 9 autocannons.
Hope this helps and hope some of the other guard players who play more flyers ect will chip in.

Precision shooting and sniping with artillery won't necessarily save your guys, even if hidden at the back. Also while manticores may be popular in tournaments, that doesn't mean they are suitable in this list. I fear the life expectancy of those two manticores may be lower than you think.
What is your plan? To march a platoon across the field to take objectives?

Marching even a whole platoon is not as viable as it once was. Blobs have taken a wide variety of nerfs in 6th edition. Take a look at Ailaros' battle reports sometime and see what happens to his guardsmen when they take a stroll.
Edit: 3 platoons? Hmm. Well that's better, but still I fear for their longevity. Cover has got worse, and there are a bunch more ways for the key part of the unit (commissars etc) to snuff it.
Putting manticores behind cover is a given, but they will be mercilessly hunted down by troops meant to engage heavier targets such as Land Raiders and other AV14 monsters.
