First off, I got most of my force through Ebay. Money is pretty tight, So i'm really not going to be adding too many other things. Some of the models were already built, so the sponsons on the russes are going to stay the same for WYSIWYG. Luckily, in my local meta, Money seems to be an issue for everyone else. Nobody has gotten any flyers yet, so that's not an issue. Primary opponents are usually SM,CSM,nids,tau, and daemons.

So i'm looking to fill the remaining points with plasma and melta guns, but i'm not sure where to add them. I know the basilisk and sentinels are not super optimal, but i figure the sentinels would be nice harrassment units, and hopefully taking some fire off of my squishy mans. Basilisk obviously should park in a corner and hammer away at things, while the rest of the army slowly advances.

I don't like heavy weapons squads. They get shot down so fast. The mortar one obviously won't but for survivability you're getting well...mortars. Move the heavy weapons into the infantry squads, you get 8 extra wounds before the heavy weapon is touched. Naked PISs just feel like a waste of points, when instead they could be using the heavy weapons and therefore saving points on the HWS. Voxes aren't stellar either.

Two pieces of advice:
1)Vets, moar vets! 3 special weapons at BS4 are just incredible. They're they reason I picked up guard. Plasma and melta vets are great.

2) Upgrade your CCS and PCS. CCS are BS4 so an excellent heavy weapons platform if you just want to sit back and bark out orders. The PCS are great for stacking flamers if you come across hoards.
