HQ- Big Mek with Shakk Attack gun, Warboss

Elites- 10 nobs, 15 lootas
Troop- 60 boyz (we play house rules so it does not matter if they are Shoota's or so because we do not use WYSISWYG)

Fast attack- 3 deffkoptas

Hm, well obviously unless he is running wraiths, you want to get into assault, I'd run them as shootas, and then assault when you can.

What kind of list does your friend run, I play Necrons, so I know what I hate seeing at least.

Bedouin Dynasty: 10000 pts
The Silver Lances: 4000 pts
The Custodes Winter Watch 4000 pts

Sternguard though, those guys are all about kicking ass. They'd chew bubble gum as well, but bubble gum is heretical. Only tau chew gum.

First off, what points total are you playing at? Secondly, what is your opponent bringing to the table? Before we can really help you, we have to know this kind of stuff. The answers to Necron Wraithwing are different from the answers to Scythe-Spam, which are different than the counter to Royal Disco Inferno, which is different from the counter to Silver Tide, and so on and so forth.
