it says you choose your lore at the beginning of the game. Does this mean you can pick the new spell every game, say in the same tournament?

Well I cant imagine why not, unless the tourney rules specify you generate spells on the first game and use them from then on, but Iv never heard of that being done.

Since it says the beginning of the game it will indeed come into play after list creation.
unless a tournament specifically call out this item and change it it will allow you to pick a new lore after seeing what you are facing.
