I really like the color scheme in this Dark Eldar design. If I used a black primer, then which Citadel paints would mimic the parts in this picture, such as the dark blue suits, red arms, gold belts, and silver blades?

This cannot be done with 3 colors. At least not to the standard of that painting.

This could be roughly approximated with just a few paints. Which Citadel paints would expend most of the fluid? I imagine the dark blue and dark red would be the most needed.

Isn't that a known cabal paint scheme? Are there not similar photos in the back of the codex? (I'm not too sure, as I don't have mine with me).

Best bet is to just walk into a store that stocks citadel paints, then compare the rack to your photo until you find colours you are happy with.
