I'm looking to put some of the Cadian Decals on my heavy weapon squad and I heard that some of the squad numbers have meanings. Does anyone have any insight to the meaning of the skulls and the other decals for shoulder pads?

Skulls usually denote a commander of some sort.

1-9 is just 1-9, but the mixed numbers (like 501) are regiment numbers.

Is the building with the skull in it representative of the Cadian Gate or something?

I believe so. I think that is the badge for all Cadian regiments.

In the old "Eldritch storm" campaign, something like the "building with skull" was used to indicate "fortress worlds" (of which, Cadia is one of the best known).

It's just used to denote Cadian regiments (or regiments from any other fortress world - of which there are a few scattered around the place).
