I posted this in "You Make Da Call", but I feel it might fit here too.

The rules to upgrade a model with a Holy Relic are a bit confusing:

The codex states that only a reclusiam standard bearer may upgrade the banner to a Holy Relic at a cost of 30pts.
But the Terminator Command Squad does not have an option to upgrade a model to a standard-bearer.
Yet, the entry in the armoury shows the Holy Relic with a T, meaning that a TDA-equipped model could in theory carry it.
How does a TDA-equipped model become a standard bearer?
Can the sergeant in a Terminator Command squad buy the Holy-Relic upgrade? (since he has access to any item in the armoury)
If so, does the Terminator Command squad still need to be led by a Chaplain? (I personnaly prefer the Marshal)

If a brother-Templar could clarify this issue, that would be great.
