Quick question on something I am not 100% clear on.

IC's are counted as 1 unit for working out reserves, but if I attach the IC during deployment to a squad in a pod that would do under the 'must start in reserve' rule?. So If I had a full list of drop pods with nothing on the table, is this legal?, of course I have at least one IC as per HQ requirement attached to a squad in a drop pod.
