I was thinking of a rule for home games, what do you think?

add to the end of disciples;

Disciple units may be taken as troop choices for every one normal troop taken.

Would this be balanced, or should additional points be added on for using this?

My solution:

Phoenix Lords get removed from the HQ section (which needs some room for Craftworld specific leaders) and become unique upgrade characters for their respective Aspects. Stats, wargear and points cost stay the same (some of them need work, but that needs separate balancing). Any unit that includes a Phoenix Lord becomes scoring. This prevents you from spamming the best Aspects as troops and ensures that you don't have to deal with strange rules interactions between Phoenix Lords and non Aspect units (as they will always be leading their Aspect). The main downside are that you can't lead an army with one anymore which is fine, since they aren't known for it fluffwise. In theory this means you could take quite of few of them in the same army, but its really not an issue as you really can't spam 200+ point unit upgrades (on 100-200pt units).
