I haven't received this model yet, but was looking at different blues that would look good for his armor.
I was thinking of Lothern Blue and then a wash of Drakenhof Nightshade, or possibly a Calgar blue with the same wash.

I know I have Kantor blue, and thats way too dark for any shade, plus Tzeentch should be bright blue anyway

Any suggestions or comments?

Those blues sound like they would work well, I have never used them like that but I think it will be fairly dark. I suggest a little bit of highlighting or shading first. That will help to add more depth to your blues. Also blue is but one colour of Tzeentch, purple is often used as well so don't feel restricted to blue.

I usually try not to stray to far from what the box has for colors. I'm not that good with choosing my own colors and making it work

I honestly don't think there is much of an ink wash included in the model and it may darken it alot. You could try it and if it's too dark lighten it up with some blues to get the desired effect.

Maybe I could just do the light blue, and then once I paint the Gold on the trip, put a wash of agrax earthshade on the gold. That may give a good effect.

You could follow GWs own guide and base with Caledor Sky, wash with Drakenhof, and then build on with Teclis Blue and Lothern Blue. Those are the designated High Elf paints.

Though I'd go out hard. I'd do a base of Stegadon Scale Green with a Coelia Greenshade wash. And then layer highlights of Sotek Green and finally Temple Guard Blue.
