So my best friend has played WOC for years and I've always LOVED the Maurader models and was wondering If it is possible to make an effective Marauder only army and if so what would be some good Ideas for Specials, Rares, Heroes, and Lords?

You can only field Marauder Horsemen / Marauders and maybe dogs, but the rest does not fit into a Marauder only army and thus has to be proxied (nobody stops you from converting a "High King" aka Chaos Lord rules with a special Marauder Chieftain model.

Then again, the entire new book is heavily biased against Marauders and in favor of elite units :/

I was thinking of sticking with the bulk of the force being Marauders. I like the Idea of proxying a Chieftain as a Lord I didn't think of that. Any who I was planning on using some Ogres and maybe a Giant, Trolls, Or Hell Cannon along with them. Not to mention the Must have for a sorc but converting a Marauder into a "shaman" isn't too hard.

Hellstrider riders are Marauders as well, Wulfrik is a SC marauder that's pretty awesome too.

Probably because it's pretty much an overnerf because they were vastly to effective in the previous edition, kinda like how the DP in 40k got overnerfed for the same thing.

Have you considered finding some 3rd party viking huscarls to be stand in warriors?
I've been pondering something similar, I'd play up the viking themes and make it a Norsca army instead of a true warriors of chaos army. Leave the marauders as is, huscarls as warriors, mounted ones as knights, maybe even a longboat being dragged or carried by something as a warshrine.
Mechanically it wouldn't be a proper marauder army but fluff wise they would be the focus, as opposed to just those humies that follow the warriors.

Oh, I certainly vote with my dollar, but the problem is that that is not enough. The problem with the 'vote with your dollar' response is that it doesn't take into account why we're not buying the product. I want to enjoy 40k enough to buy back in. It was my introduction to traditional games, and there was a time when I enjoyed it very much. I want to buy 40k, but Gamesworkshop is doing their very best to push me away, and simply not buying their product won't tell them that.

It might not be your cup of tea, but maybe check out the Norsca fan army list if you're allowed to use some non official stuff

Other than that you could always still use Warriors but just use chainmail/up armored marauders. Or use non chaos helmets on the armor. Heck the Non Bionic space wolf heads might look awesome on chaos warrior bodies

Convert ogres to look like really big marauders or more viking like instead of their mongol look

Have the chaos warshrine look like a longboat

Frost Giants as either a giant or possibly Dragon Ogres

This was the idea I had too. But mine was more of a warhammer world Norsca theme than a real world Norse theme.

I went with a unit of Warriors using the marauder bodies and shoulder pads and cloaks. Then for my marauders i used the flagellants with marauder weapons. Then throw in plenty of wolves and Marauder cavalry.
My lord is mounted on a thunderwolf and I'm considering converting a unit of them too to use as skullcrushers.

Next I'm planning on putting some war hounds into my marauder units as hunting dogs/unit fillers (with guys holding their leashes)
Also with the new chariot I'm looking at swapping the horses out for Marauder Cavalry Horses.

There's plenty else you can put in too. Use river trolls, as a sort of northern cave/sea troll.

OK, so you want to go with a straight marauder styled army. I say go with it ...use the bits to get you some horses and get the OnG chariot for your chariot and replace the boars with horses(or keep the boars). Still use your marauders for your core choice and use the marauder horsemen as your cavalry ...You need wizards take the Empire Amber Battle Wizard as your model for your wizard, if you want a lord/hero model use Wulfrik and just call him your hero or lord ....and if your going to use Ogres, Trolls, and Dragon Ogres you could use Throgg as your Lord/ Hero as well. And you can always use the Warshrine model with it ...oh and the Beastmen have a good model for a shaman/sorc. if you wanted to go that route ...
