Stick the libby and command squad in the LRC, Azrael can join a squad. Overall trying to provide a 4+ cover save or invulnerable save to as many people as possible, while still using the benefits of the banner. By adding Azrael and picking "Courage of the Lion" trait this army becomes nearly fearless.

It's not as cheesy as the "triple-LRC/banner of devastation" list while still putting out a fearsome amount of firepower (if not more).
