Army Special Rule:
Hot Insertion - Elysian Drop Troops are often dropping into hostile territory, and often must deal as much damage as possible in as short of a time as possible. This often relies on a hit and run style of warfare, with often little forces on the field at any given time. An Elysian army may deploy its entire army in reserves, with half of the army capable of deep striking doing so on the first turn, rounding down. Afterwards, the rest of the army comes in as normal. In addition, as long as units numbering more then five models are in reserve, the game still continues as if the Elysian player had models on the field.
May be taken as a Heavy Support choice in either an Imperial Guard or an Elysian Drop Troops army

High Altitude Entry - The Scorpio is often dropped from a high altitude, both because the modified Sky Talon that can carry it is especially vulnerable when setting it down and because the STC contained a variety of features designed to compensate for the G forces and sudden impact into the ground the vehicle encounters.
In order to use High Altitude Entry, you must nominate a point on the board as if you were deep striking a unit, with the exception that you do not roll for scatter. Instead, you then roll 3d6 and place it that many inches from the designated point, with its Front Armor facing away from the owning player's table edge, representing it being dropped from an outpost further out. If it lands on any infantry or vehicle unit, it is counted as a Tank Shock that causes D3 S7 AP4 hits, which displaces all the infantry models to be the minimum 1" away from the model. or a Ram that strikes at S7, being placed in contact with the rammed vehicle.
After this is resolved, regardless of whether it came in contact with a unit or not, roll for dangerous terrain as if the Scorpio was about to enter, failing the test on a 1 or a 2.

The Scorpio Drop Tank is a relatively rare variant of the venerable Chimera chassis, increasing the armor on the sides along with bracing the internal chassis heavily, integrating a trio of grav couches for the crew. Along with the grav couches, it also has a quartet of underside thrusters, designed specifically to slow its descent before it comes to the ground. Along with this functionality, the engine is increased in size and strength, providing significant speed increases in comparison to the base chassis. The primary weapon is an Ares Autocannon, a single barreled weapon capable of spitting out shells with a rate of fire equivalent to the double barreled Exterminator. Along with this, it has a hull mounted Heavy Bolter in a modified mount to retract into the vehicle to prevent it from being damaged from entry, with the capability of the mount being swapped out for either a short barreled Heavy Flamer or compact Lascannon. One of the more interesting variants of the Scorpio changes out the Ares Autocannon to a modified Battlecannon, adding significant firepower at the loss of sustainability on campaign and making the vehicle even heavier for its Sky Talon transport, often giving a little more accuracy to its drops, whilst burning up more fuel. The Sky Talon modified to hold this craft eschews its wing mounted weapons, along with using a heavier pair of magnetic clamps in comparison to a Sky Talon used to carry a Tauros or Drop Sentinel. Because of this, the Sky Talon often goes to a higher elevation, dropping the Tank and running back to base, often to carry heavier equipment to any warzone.

Yeah, a tank dropped from high altitude. In use primarily by a few Elysian regiments, with maybe a couple other Imperial Guard regiments out there playing with it. What inspired this was me musing about an Elysian army I've got planning and how to explain a Russ when I use the regular Imperial Guard Codex, but with special rules to fit in the current list for the Elysians. I'll probably add other vehicle concepts and their rules when the idea comes to me, which will be within my three areas of interest - Imperial Guard, Adeptus Astartes and the Tau Empire. I'm not sure about the pricing on the battlecannon, so I'm open to suggestions on price tweaks, considering its a Fast Tank with potentially heavy firepower.
(Tweaks: Reworded HAE, Replace Battlecannon with a Conqueror Battlecannon. Added relevant stats for the associated turret weapons.)

If a Hellhound is 130pts, it would seem reasonable to have a slightly less armoured but upgunned variant cost a little more. When compared to a Leman Russ, it is clearly an inferior choice, but works well within the Elysian FOC. The battlecannon could be swapped for free, as per the Leman Russ, when you consider the limitations of Ordnance weapons it is actually very reasonable. At the least, you could probably make it a 10pt upgrade, as Elysians have limited access to pie plates. Lascannon and flamer are pretty standard.
The entry rules are a little wordy, but make enough sense for an opponent to understand. I'd probably drop the modification for the battle cannon for simplicity. You'll have to include something that briefly explains what happens to its placement if it does land on an enemy unit; i.e., does it displace the unit around it within 1" of its hull, or does it stop just short of the enemy unit?
I'm also assuming you have to buy the Sky Talon separately, which bumps the cost up.

The battlecannon is a pretty hefty gun, my gut feeling is that it's too big a gun to place on a 'drop in a hot LZ' vehicle, even if the frame itself is light-ish.
Actually that's even worse: heavy gun atop a light frame means the center of gravity is higher, making the whole tank more likely to tumble and land on its head, brr...
Other than my doubts about a deep striking heavy duty gun, I -love- the idea and fluff of it. If this thing was limited to light to mid-level armaments (plus the single lascannon for some punch, that one's okay) and maybe reconsider the 'fast' part (Are Predators fast? They're lighter armed than this and I think they aren't), I'd give it a full two thumbs up. Remember, the ability to deep strike a gun on your foe's bad armor facing is a BIG advantage. Giving it a heavy gun like a battlecannon on top is -really- nasty.

I basically used the Hellhound as a base for the vehicle. The Ares Autocannon is realistically just a single barreled version of an Exterminator Autocannon, so it fires at a very high cyclic rate. I also reduced the side armor, so it has less front armor then a Predator, whilst occupying a similar niche. On the Battlecannon front, I figured its a down scaled variant of the weapon used on the Leman Russ, but I might change up the stats to reflect that its not a full on Battlecannon, along with tweaking some more wording on HAE.
Right, I keep forgetting predators have less armor than 12, my bad.
Sounds like you have a plan with the weaponry. Two thumbs up, you came up with something fluffy and fun. And this is an ork player talking - of course that just means I'm more likely to approve of a vehicle that falls down like a piano on top of an enemy tank! Hahahaha!
Alright, first post updated with a rule I'm theorizing to make Elysians work as they used to in Sixth. Its just a first draft, so if something pops out as insanely overpowered, just tell me.
